When 'Clean' Means Nothing: Decoding the Unregulated Language of Beauty and Wellness Marketing

Walk through the beauty aisle of any major American retailer and you will encounter a vocabulary that feels both reassuring and authoritative. "Clean." "Non-toxic." "Clinically proven." "Free from harmful chemicals." "Nature-inspired." The language is consistent, confident, and, in most cases, entirely unregulated.

This is not a minor disclosure gap. It is a structural feature of how the personal care and wellness industry communicates with consumers — one that allows brands to make sweeping implications about safety and purity without being held to any standardized definition of those terms. The phenomenon has a name: greenwashing. And in 2024, it has become sophisticated enough that even careful shoppers are routinely misled.

The Regulatory Void Behind the Buzzwords

The Food and Drug Administration regulates cosmetics under the Federal Food, Drug, and Cosmetic Act, which was most recently updated by the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). While MoCRA introduced meaningful improvements — including mandatory facility registration and expanded adverse event reporting — it did not establish legal definitions for marketing terms like "clean," "natural," or "non-toxic."

This means any brand can print these words on a label without meeting any specific formulation standard. A product marketed as "clean" may contain synthetic preservatives, petrochemical derivatives, or fragrance compounds that many consumers specifically seek to avoid. A lotion described as "natural" may source only a fraction of its ingredients from botanical origins while relying heavily on synthetic carriers and stabilizers.

The Federal Trade Commission has issued guidance on environmental marketing claims — its "Green Guides" — but enforcement in the personal care space remains limited, and the guides themselves were last substantively updated in 2012, predating the current wave of wellness marketing.

"There is no finish line for 'clean' because no one has defined where the race begins," observed one cosmetic chemist during a Cura Labs product review session. "Brands can set their own standards and then congratulate themselves for meeting them."

A Closer Look at the Most Misused Terms

Understanding what these words do — and do not — mean is the first step toward more informed purchasing.

"Natural": No federal standard exists for this term in personal care products. A product can be labeled natural while containing synthetic emulsifiers, artificial preservatives, and lab-produced fragrance compounds. Even ingredients derived from natural sources are often chemically processed to the point where the "natural" designation becomes largely cosmetic.

"Clean": This term has become a retail marketing category unto itself, with major chains like Sephora and Target defining it according to their own internal ingredient exclusion lists. These lists vary meaningfully from retailer to retailer, meaning a product that qualifies as "clean" at one store may not meet the criteria at another. There is no unified standard.

"Non-toxic": Toxicity is a function of dose and exposure, a principle recognized in toxicology for centuries. Describing a product as "non-toxic" without specifying concentration, application method, or cumulative exposure context is scientifically imprecise at best and misleading at worst.

"Clinically proven": This phrase implies the kind of rigorous, peer-reviewed scientific validation associated with pharmaceutical research. In practice, it often refers to a small, company-sponsored consumer perception study — a panel of participants who reported that their skin felt more hydrated. That is not clinical evidence in any meaningful scientific sense.

"Dermatologist tested": This term indicates that a dermatologist reviewed or applied the product — not that it was found to be effective, safe for all skin types, or superior to alternatives. A single dermatologist's informal assessment satisfies this claim.

Side-by-Side: Marketing Claims Versus Lab Reality

Cura Labs' evaluation process involves comparing a product's marketing language against its actual formulation and any available independent testing data. The divergences can be striking.

In one recent review, a facial serum marketed as "free from synthetic chemicals" and "100% plant-derived" listed phenoxyethanol — a synthetic preservative — as its fifth ingredient. The brand's own definition of "synthetic" apparently excluded compounds produced through fermentation of natural starting materials, a distinction that most consumers would not anticipate and that the label did not explain.

In another case, a body lotion bearing a "clinically proven to hydrate for 48 hours" claim was evaluated against the study cited in its press materials. The study involved 22 participants, was conducted over two weeks, and was funded entirely by the manufacturer. The results were based on self-reported perception, not instrumental skin hydration measurement. The claim was technically defensible. It was not, by reasonable standards, clinically proven in the way a consumer would understand that phrase.

This is not fraud in the legal sense. It is, however, a deliberate exploitation of the gap between what language implies and what it can be held to mean.

A Practical Checklist for Evaluating Wellness Products

The following framework reflects the criteria Cura Labs applies during its own curation process and is designed to be actionable for any consumer.

Read the full ingredient list, not the front panel. The front of a package is marketing. The ingredient list, required by law to be complete and listed in descending order of concentration, is the actual formulation.

Cross-reference ingredients against established databases. The Environmental Working Group's Skin Deep database and the EU's publicly available cosmetic ingredient registry are useful tools for evaluating individual ingredients — though it is worth noting that ingredient safety is nuanced and context-dependent.

Identify the specific study behind any "clinically proven" claim. Reputable brands cite the study, describe the methodology, and disclose funding sources. Vague references to "studies show" or "clinically tested" without specifics warrant skepticism.

Look for internationally recognized certifications. COSMOS Organic, ECOCERT, and NSF/ANSI 305 for personal care products apply defined ingredient standards and require independent verification. These are meaningfully different from brand-created certification language.

Evaluate the brand's transparency infrastructure. Does the company publish its full ingredient rationale? Does it maintain an accessible list of excluded substances with explanations? Brands committed to genuine formulation integrity tend to over-explain rather than under-disclose.

The Standard That Marketing Cannot Replace

Consumer interest in cleaner, more conscientiously formulated products is legitimate and worth respecting. The problem is not the demand — it is that the market has learned to simulate the supply without meeting it.

When "clean" means something specific, verifiable, and independently confirmed, it becomes a meaningful signal. Until then, it remains a marketing choice — and consumers deserve to know the difference.
